Stephen Koontz, MBA
Assistant County Manager
Steve brings more than 26 years of experience in public administration, financial management, and organizational leadership to Seminole County. He has served the County in progressively responsible executive roles, including Purchasing Manager and Administrative Services Deputy Director, where he provided oversight of the Purchasing and Real Estate Divisions, guided the transition of the Real Estate Division, and advanced initiatives supporting the strategic direction of the County Manager and Board of County Commissioners.
In these capacities, Steve led the implementation of the updated Purchasing Policy, facilitated the Construction Manager at Risk (CMAR) process for major capital projects, strengthened interdepartmental coordination, and ensured compliance with Florida Statutes and countywide procurement standards. He is also a certified NIGP‑CPP procurement professional.
Prior to joining Seminole County, Steve served as Town Manager of Oakland, Fla., where he oversaw substantial population growth, capital improvements, mobility planning, grant initiatives, and management of the Town’s K–5 charter school. His earlier service in Lake and Orange counties included leadership in budgeting, procurement, capital project planning, and intergovernmental coordination.
Steve holds a Master of Business Administration and a Bachelor of Science in Finance from the University of Central Florida and remains active in several professional organizations, including ICMA, FCCMA, and the Florida Government Finance Officers Association.
