Code Enforcement
Beginning October 1, 2025, the Board of County Commissioners moved all code enforcement functions from the Sheriff’s Office to the County’s Development Services Department. The Code Enforcement Division enforces County Codes related to property maintenance, land development, building construction, and other codes. Our mission is to protect and improve public safety and the quality of life in unincorporated areas through fair, solutions-focused enforcement.
This form can be used to report a violation of the Seminole County Code. Submissions are not monitored 24/7 and will be reviewed on the next business day (Monday through Friday excluding holidays). Please note that all submissions are subject to disclosure under Florida’s public records law, Chapter 119, Florida Statutes.
Please do not use this form to submit information about an emergency, a crime in progress, or suspicious activity. Please call 911 to report those matters.
Florida Statutes Chapter 125.69 (4)(b) A person designated as a code inspector may not initiate an investigation of a potential violation of a duly enacted code or ordinance by way of an anonymous complaint. A person who reports a potential violation of a code or an ordinance must provide his or her name and address to the governing body of the respective board of county commissioners before an investigation occurs.

The Code Enforcement Process begins when a complaint is filed, and a Code Enforcement Officer conducts an inspection. The goal is voluntary compliance, giving property owners the opportunity to correct violations before any further action is taken.

COMPLAINT: A potential violation is reported.
INITIAL INSPECTION: A Code Enforcement Officer investigates the complaint.
FORMAL NOTICE: If there is a violation, the property owner is notified of the issue and given time to fix it.
FINAL NOTICE: A follow-up notice is issued if the violation remains.
NOTICE OF HEARING: A hearing is scheduled if compliance is not met.
HEARING: The case is reviewed by the Code Enforcement Board or Special Magistrate.
ORDER/ADDITIONAL COMPLIANCE PERIOD: The Board issues an order or grants additional time for compliance.
LIEN FILED: If compliance is still not met, a lien may be filed.

The Code Enforcement Division enforces a range of County Codes related to property maintenance, building construction and more. Below are some of the most common violations:
- High Grass and Weeds – Grass or weeds exceeding 12 inches
- Junk, Trash, and Debris – Accumulation of junk, trash, debris, or dead vegetation
- Inoperative or Untagged Vehicles – Vehicles must be operable, with inflated tires, and display a current, valid tag
- Unpermitted Fence – Installing a fence without required zoning approval and permit
- Unpermitted Construction or Alterations – Building, construction, or structural alterations without zoning approval and building permits (including accessory structures)
- Pools – Pools must be in a clean, operational condition and secured by a fence or barrier at least 48 inches
- Exterior Maintenance – Chipping or peeling paint, damaged roofs, missing shingles, damaged exterior walls, or broken/missing windows
- Unsecured Structures – Any vacant, dilapidated structure that is found to be unsecure
- Residential Address Required – Buildings must display approved address numbers that are plainly legible and visible from the street or road fronting the property
- Smoke Alarms – Homes and buildings must provide and install smoke detectors in accordance with code
